Before you start, measure the waist of whom you are making the skirt for.
My daughter has an itty bitty 19 inch waist. So I cut my elastic piece (with an extra 1/2 inch).
This skirt doesn’t have too much fluff, it’s pretty straight, so I used a 26″ wide piece by 12″ long.
For a 4 year old, this hits her at just above the knee.
Next, you can measure the tulle fabric. I added more, since I wanted it a little more flowy on top. So it’s 32″ wide (6 wider than the cotton) and I added an inch and a half to the bottom.
Go back to the cotton material. I used the selvage end for the bottom of the skirt and folded it under once, pressed and hemmed. No double folding or serging!
Now you can pin the tops of the two pieces together. You will need to do some gathering here.
Now sew them together. I used a zigzag stitch since I don’t have a serger.
Now meet up the ends, right sides in, and pin together.
Then zig zag stitch (or serge) the edges.
You’re now ready for the elastic.
Sew your ends together using a zigzag stitch.
Pin onto the outside of the skirt. Once again, gathering your fabric.
Now sew it on.
And that’s all there is to it! Easy and cute for Valentine’s day.
